Why would a credit card company offer a long 0% intro APR for balance transfers but only a short one for new purchases?

The reason may be found in the objective that the credit card company pursues with offering a balance transfer to new customers. The objective is to obtain share of a customer’s spending from a competitor. When a customer makes a new purchase then he may simply pay off that amount on the new credit card while continuing to spend money using the old credit card. However, when he transfers balances from an existing credit card then this is a psychological step away from that credit card towards the new credit card, and the focus on the old card is reduced.

What advice do you have for someone who’s shopping for a 0% APR credit card?

The advice I would give is to not look only at the 0% introductory APR, but also long-term APR, rewards program and other services the credit card may provide.

The 0% APR will only last so long and the customer needs to be aware of the conditions after it expires!
